I used a compass to create my semicircle

Create a cone and glue/tape it together (remember that trees are generally tall and skinny).

paper cone

Create some fringing along one side of your streamers by make a series of small incisions along one edge that extend about halfway across.

paper cone

Glue a length of streamer around the base of the cone.

Keep gluing circles of fringed streamers all the way up the cone.
