Just tape a paper feather to the top of a pencil or brush and suddenly you have yourself a quill.

Method
Fold a piece of paper in half
The piece I used was a quarter of an A4 piece
Cut out the shape of (half-of) a long feather, with a strip at the bottom that can be wrapped around the pencil later.
Feather the edges by making incisions all the way down the curved side (keep the paper folded when you do this).
Open the feather up and curl the strips at the bottom around the end of the pencil, taping the paper feather in place.
